Abstract

This research was conducted in Kelesa Village, Seberida District, Indragiri Hulu Regency, which aims to determine how Village Funds are managed in infrastructure development in Kelesa Village, Seberida District, Indragiri Hulu Regency, and to identify factors that hinder the management process. This study uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation from various informants consisting of the Village Head, Village Secretary, Village Consultative Body, and local community leaders. The results of the study indicate that the management of Village Funds in Kelesa Village has followed the stages of planning, implementation, administration, reporting, and accountability, but there are still obstacles such as lack of socialization to the community, lack of community involvement in the planning process, and weak supervision and transparency in fund management. These obstacles have an impact on the less than optimal realization of village infrastructure development. Therefore, it is necessary to increase the capacity of village officials and strengthen community participation in the process of managing Village Funds so that village development can run more effectively, efficiently, and on target.
