Abstract

This study aims to identify and analyze the role of the Lurah (village head) in enhancing social welfare in Agrowisata Urban Village, Rumbai Barat Subdistrict, Pekanbaru City. As a front-line government leader, the Lurah plays a crucial role in directing local policy, mobilizing community participation, and facilitating access to government programs. This research uses a descriptive qualitative approach with data collected through in-depth interviews, field observations, and documentation. Informants include the Lurah, village secretary, LPM chairman, community leaders, RT/RW heads, and three residents from diverse backgrounds. The findings reveal that the Lurah acts as a regulator by formulating policies based on community needs, a motivator (dinamisator) by initiating collective social action, and a facilitator by connecting people to relevant institutions and resources. Challenges remain in the form of limited operational budgets, low public awareness, and weak inter- organizational coordination. In conclusion, the Lurah’s role is strategic and impactful in advancing social welfare, though it requires continuous policy support, broader community engagement, and enhanced capacity of village officials.
