Abstract

This study aims to analyze the implementation of the duties and authority of the Village Head in Libo Jaya Village, Kandis District, Siak Regency based on Law No. 6 of 2014 concerning Villages. The focus of this study is to explore how the Village Head carries out his duties and authority in the fields of government, development, and community services, and to identify the factors that influence the success and obstacles in implementing these authorities. The approach used in this study is qualitative with a case study in Libo Jaya Village. Data were collected through in-depth interviews with the Village Head, village officials, and the local community, as well as through observation and documentation related to village policies. Data analysis was carried out using a descriptive analytical method to describe the implementation of the duties and authority of the Village Head and the obstacles faced in implementing public policies at the village level. The results of the study indicate that although the Head of Libo Jaya Village has made maximum efforts in carrying out his duties in accordance with Law No. 6 of 2014, there are several obstacles faced, such as budget constraints, lack of capacity of village officials, and challenges in community participation. However, support from the local government and active community involvement also play an important role in supporting the implementation of the Village Head's duties. This study contributes to the development of public policy at the village level, by suggesting increasing the capacity of the Village Head through ongoing training, strengthening the coordination mechanism between the village and local governments, and empowering the community in the village development process.
