Abstract

This study examines the communication strategies implemented by the Representative of the National Population and Family Planning Agency (BKKBN) of Riau Province in an effort to prevent early marriage among adolescents. As a government agency that focuses on family planning and reproductive health, the Riau Province BKKBN implements a series of comprehensive communication strategies. Through a descriptive qualitative approach, this study analyzes three crucial strategic elements in BKKBN communication, namely: (1) strategic audience selection by targeting schools, communities, and families; (2) adaptive message preparation through formal and non-formal approaches; and (3) collaborative media selection by involving the Youth Generation (GenRe) organization to optimize information delivery and budget efficiency. The results of this study provide an in-depth overview of BKKBN's communication practices in overcoming the issue of early marriage in Riau Province.
