Abstract

This study aims to analyze the performance of employees at the Technical Implementation Unit (UPT) for Food Crop and Horticulture Protection (TPH) under the Department of Food, Food Crops, and Horticulture of Riau Province. The main focus is to evaluate the implementation of monitoring and controlling Plant Pest Organisms (OPT) as a core responsibility of UPT TPH. The research employed a descriptive quantitative approach involving a sample of 10 UPT employees. Performance assessment was based on Wirawan’s indicators, namely Work Skills, Responsibility, Initiative, Discipline, and Cooperation, which overall indicated good performance. The findings revealed that: (1) Work skills, reflected in employees’ technical ability to conduct regular and accurate OPT monitoring and understanding of technical guidelines, were rated “Agree” with 67%; (2) Responsibility, seen in employees’ commitment to completing tasks according to operational standards and timelines, reached 70%; (3) Initiative, demonstrated by employees proposing solutions or independently addressing field challenges, scored 70%; (4) Discipline, evident in consistent attendance and compliance with working hours and reporting requirements, reached 67%; and (5) Cooperation, shown through synergy between technical staff, extension officers, and related institutions, scored 70%. However, several areas require improvement, including consistency in observation reporting, even application of technical procedures in the field, and optimization of cross-role coordination. Therefore, further training and regular evaluations are recommended to enhance data accuracy and the effectiveness of task execution.
