Abstract

The crime of sexual abuse that is very worrying and still occurs today is the crime of sexual abuse where the victims are children, because this will affect the child's psychological development and cause trauma for the rest of his life. One of the crimes of morality is the crime of child molestation which is regulated in Law Number 35 of 2014 concerning Amendments to Law Number 23 of 2002 concerning Child Protection which is stated in Article 76E of Law Number 35 of 2014. The process of law enforcement against Children who are in conflict with the law must of course be treated in accordance with Law Number 11 of 2012 concerning the Juvenile Criminal Justice System, including in cases of sexual abuse starting from the diversion stage, detention and arrest, investigation, prosecution, judicial process to carrying out the judge's decision. The formulation of the problem in this research is how the law is enforced against perpetrators of child molestation at the Kampar Police Station and what are the obstacles to law enforcement against perpetrators of child molestation at the Kampar Police Station. This research uses empirical legal research methods, where researchers must deal directly with the community as the research object to collect data by conducting interviews with respondents. The results of this research conclude that law enforcement against perpetrators of child abuse is an important process in protecting children's rights and ensuring justice for victims. In practice, law enforcement involves several stages, from investigation, prosecution, to trial and appropriate punishment. However, even though the law exists, challenges in enforcing it often arise, such as a lack of legal awareness in the community, obstacles in gathering evidence, or the presence of social pressure that can influence the legal process. And the obstacles in law enforcement against perpetrators of child abuse at the Kampar Police are: Obstacles at the Reporting Level, Difficulty in Proving, Limited Evidence, Lack of Forensic Tools and Methods, Slow Judicial Process, Corruption and Abuse of Power, Lack of Training for Law Enforcement Officials, Lack of Legal Awareness in Society, Barrier Social Norms, and Lack of Recovery Services for Victims
