Abstract
As a country of law based on Pancasila and the 1945 Constitution, Indonesia has a constitutional obligation to take care of the poor and abandoned children as mandated in Article 34 paragraph (3) of the 1945 Constitution. The Bengkalis Regency Government as part of the local government system has a strategic role in carrying out this mandate through various social policies and programs, one of which is the Bengkalis Sejahtera Card (KBS), which reaches thousands of Beneficiary Families (KPM) in several sub-districts such as Mandau, Bathin Solapan, Tualang Mandau, and Pinggir. Despite the commitment to poverty alleviation, there are still challenges in terms of data validity, inter-agency coordination, and apparatus resource capacity, so evaluation and improvement are needed so that assistance can be targeted and sustainable. The formulation of the problem in this study is how is the Role of the Bengkalis Regency Government in Implementing Social Rehabilitation of Homeless and Beggars Based on Law Number 11 of 2009 concerning Social Welfare and what are the obstacles to the implementation of Social Rehabilitation for Homeless and Beggars in Bengkalis Regency Based on Law Number 11 of 2009 concerning Social Welfare. This study uses an empirical legal research method with a qualitative approach, where data is collected through in-depth interviews with relevant stakeholders, field observations, and analysis of policy documents. As a result of the research, the Role of the Bengkalis Regency Government has made efforts to carry out social rehabilitation for homeless people and beggars in accordance with the mandate of Law No. 11 of 2009, but still faces obstacles such as budget limitations, weak inter-agency coordination, lack of professional human resources, and inaccurate data. It is necessary to strengthen regulations, increase institutional capacity, and synergize across sectors to increase the effectiveness of the program. Obstacles to the Implementation of Social Rehabilitation for Homeless and Beggars in Bengkalis Regency In addition to structural problems such as funding and coordination, other challenges stem from low public awareness and lack of long-term economic empowerment programs. Although the legal framework is adequate, implementation in the field is still hampered by cultural and structural factors, so the active participation of the community and the business world is needed to realize sustainable solutions.
