Abstract

This study aims to determine the implementation of the authority of the Election Supervisory Agency (Bawaslu) of Pelalawan Regency in handling electoral violations in the 2024 Election and to explain the challenges faced by Bawaslu in resolving electoral violations. The study uses observational research with a descriptive nature, collecting data through interviews with the Chairman of Bawaslu, the Chairman of the General Elections Commission (KPU), the Coordinator of the Violations Division, and the District Election Supervisory Committee (Panwaslu) of Pelalawan. The results of the study show that Bawaslu of Pelalawan Regency has exercised its authority in handling 4 election violation reports, consisting of alleged criminal and administrative violations. However, all of these reports were halted for various reasons, such as the absence of criminal elements, involvement of minors, and negligence of election officials that had been rectified. Of these 4 reports, 1 resulted in a recommendation for a Repeated Voting (PSU) at TPS 03 Pangkalan Kerinci due to voters outside the Final Voter List (DPT) being allowed to vote. The challenges faced by Bawaslu in resolving election violations include the lack of public participation in reporting violations, especially vote-buying; differing perceptions with law enforcement officials in Gakkumdu regarding the assessment of a violation; the limited time for handling violations, which is only 7+7 days for conducting a complete investigation; the difficulty in proving cases, especially vote-buying, which is done secretly; and the shortage of supervisory personnel with a ratio of 1 supervisor per village/subdistrict, which is insufficient for such a vast area. The study concludes that the implementation of Bawaslu's authority has not yet been fully effective according to the mechanisms outlined in Law Number 7 of 2017 concerning Elections, especially in handling criminal electoral violations that involve coordination with Gakkumdu. Therefore, institutional strengthening, increased public participation, and improvements in regulations regarding the time allocated for handling violations are necessary.
