Abstract

Narcotics have become an organized crime. Their abuse is at an alarming level. Therefore, the police need to increase their vigilance against drug abuse and participate in preventing it. The research problem is the Handling and Prevention of Drug Abuse Cases in the Indragiri Hulu Police Department's jurisdiction and the Obstacles to Handling and Preventing Drug Abuse Cases in the Indragiri Hulu Police Department's jurisdiction. The research method, sociological or empirical legal research, is a study of the identification of law and its effectiveness in social dynamics. The research is descriptive in nature. The results of the research and discussion show that the Handling of Narcotics Abuse Cases in the Indragiri Hulu Police Resort's jurisdiction has been carried out as optimally as possible, although it has not been able to stop the occurrence of narcotics abuse cases completely, where the handling is by carrying out eradication actions against syndicates and dealers to break the illicit circulation of narcotics, rescuing users through rehabilitation and confiscating the assets of syndicates and dealers. Obstacles in Handling and Preventing Narcotics Abuse Cases in the Indragiri Hulu Police Resort's jurisdiction are the disproportionate number of surveillance areas with personnel who will carry out surveillance due to the vast area of narcotics abuse operations, facilities and infrastructure that are still minimal, limited operational funds and lack of coordination among law enforcement officers, the difficulty of tracking narcotics circulation.
