Abstract

The Electronic Traffic Law Enforcement (ETLE) system is an innovation in traffic law enforcement based on digital technology, aimed at increasing public discipline and reducing direct interactions between violators and law enforcement officers. However, the implementation of this system in Pekanbaru City still faces challenges in terms of effectiveness and execution. Many recorded traffic violations have not been followed up properly due to technical and administrative obstacles, as well as the low level of public legal awareness. This situation raises concerns regarding legal certainty and the objectives of establishing a transparent and accountable traffic law enforcement system. The research questions in this study are: how effective is the enforcement of traffic laws against violators through the ETLE system in Pekanbaru City, and what are the inhibiting factors in its implementation? This research uses a normative legal method with a descriptive-analytical approach, analyzing the effectiveness of law enforcement based on existing traffic regulations, theories of legal effectiveness, and practical barriers in the field. The results of the study indicate that although the ETLE system has a strong legal foundation under Law Number 22 of 2009 on Road Traffic and Transportation, its implementation in Pekanbaru City is not yet optimal. The obstacles identified include limited technological infrastructure, lack of integration between population and vehicle data, low legal literacy among the public, and insufficient efforts from law enforcement officers in validating and processing violations. In addition, social and cultural factors particularly permissive attitudes toward traffic violations further undermine the intended goals of the ETLE system. Therefore, it is necessary to strengthen technical regulations, improve the capacity of law enforcement personnel, expand ETLE infrastructure, and promote legal education to the public to support the creation of an effective, transparent, and equitable traffic law enforcement system.
