Abstract

The actions of homeless people and beggars in Bengkalis Regency have experienced an increase and also a decrease starting from 2023-2024, due to the lack of effectiveness in implementing Regional Regulation Number 1 of 2016 concerning Public Order. The guidance for beggars and homeless individuals according to this regulation requires cooperation between regional institutions, namely the Civil Service Police Unit and the Social Service, to clean the city of Bengkalis from beggars. Therefore, further studies related to the homeless and beggars in the city of Bengkalis need to be conducted, with researchers focusing on the City of Bengkalis (Bengkalis Island) as the subject of the study. The formulation of the issues in this research is: What is the Local Government's Responsibility in Overcoming Beggars and Homelessness According to Regional Regulation Number 1 of 2016 concerning Public Order, and what are the factors hindering the Local Government's efforts in overcoming beggars and homelessness According to Regional Regulation Number 1 of 2016 concerning Public Order. The research method used by the author is juridical empirical, which places this research within a system of normative rules found in applicable laws. The author also conducts observational research or a survey, where the researcher directly conducts research at the research location to obtain the necessary data. Furthermore, in terms of its nature, this writing is descriptive analytical, meaning that the research aims to provide a detailed and clear description of the responsibilities of the regional government towards street children in accordance with the local regulations. The research results show that Homelessness and Begging arise due to the increasing poverty rate and low education to obtain decent work. The Bengkalis District Government has established a policy in regional regulation number 1 of 2016 concerning public order, which includes issues of orderly management and coaching of the homeless and beggars. The regional apparatus, in this case, the Social Service, has taken preventive and rehabilitative measures, while the Public Order Agency has carried out Repressive efforts through raids. However, this is hindered by the absence of specific regulations, lack of budget, insufficient facilities and infrastructure, as well as weak coordination between agencies. This indicates that the government's responsibility is not yet fully in line with the applicable regulations.
