Abstract

The research is motivated by the persistently high number of traffic accidents, which not only result in fatalities but also pose substantial social and economic burdens. These realities underscore the need for a comprehensive empirical study to support the formulation of evidence-based transportation safety policies. Employing a quantitative approach with a descriptive design, the study population includes all traffic accident victims in Riau Province who received compensation from PT Jasa Raharja during the specified period. Total sampling was used, involving the entire population as the sample. Data were analyzed using descriptive statistics. The findings reveal that age significantly influences accident rates, with younger individuals representing the highest proportion of victims. Gender also plays a role, as male victims overwhelmingly outnumber females. Additionally, occupational analysis shows that students are the most vulnerable group in traffic accidents. Policy implications suggest the need to prioritize vulnerable groups, particularly youth, males, and students, through targeted safety education, enhanced surveillance, and data-driven preventive interventions. This study contributes conceptually to the advancement of public administration as an academic discipline and serves as a practical reference for policymakers in designing traffic safety policies that are evidence-based, effective, and precisely targeted.
