Abstract

The background of this research is to find out the review in Law No. 16 of 2019 concerning Marriage, changes to Law No. 1 of 1974 concerning Marriage in Sentajo Raya District, Kuantan Singingi Regency. In human life, marriage is not temporary but is for a lifetime. Unfortunately, not everyone understands the nature and purpose of a complete marriage, namely to get true happiness in a household. The age limit in getting married is important or can be said to be very important. This is because marriage requires biological maturity and also psychological maturity. Law Number 16 of 2019 concerning Amendments to Law Number 1 of 1974 stipulates that in order to be able to marry, you must meet the minimum age limit, namely men 19 years and women 19 years, but in reality in Sentajo Raya District, Kuantan Singingi Regency there have been many there is a violation of the implementation of marriage by a marriage partner who is underage. Based on this background, the authors determine the main issues as follows: what are the factors that cause underage marriages in Sentajo Raya District, Kuantan Singingi Regency, the impact of underage marriages in Sentajo Raya District, Kuantan Singingi Regency. By using the empirical legal research method, namely research with field data as the main data source such as interviews and observations to analyze law which is seen as patterned public behavior in people's lives that always interact and relate to societal aspects. The results of the research on the causes of underage marriages are lack of attention and affection from parents so that with these factors underage marriages can occur, then poverty and economic factors also trigger underage marriages. In addition to these factors, there are also consequences after the occurrence of underage marriages, namely in the form of frequent divorces, then domestic violence also often occurs as a result of underage marriages. When viewed from the factors causing the large number of underage marriages that occur in Sentajo Raya District, Kuantan Singingi Regency due to economic factors and low education factors which cause a lack of knowledge of both parents and children as well as environmental factors.
