Abstract
Cooking oil for the people of Indonesia is one of the basic needs or is one of the basic necessities (nine staples) according to the decision of the Minister of Industry and Trade. The government's policy regarding the increase in the highest retail price for cooking oil resulted in an increase in the price of bulk cooking oil from Rp. In this case, the consumers who are harmed are due to the fact that they get cooking oil prices that they should buy at a lower price, which are actually expensive. This is contrary to Law Number 8 of 1999 concerning Consumer Protection. Namely in Article 7 letter b and in Article 8 paragraph (1) letter f. The problems in this study are: First, how is legal protection for consumers related to rising cooking oil prices that are not based on the highest retail price (HET) at the Pekanbaru City Incense Market based on Law Number 8 of 1999 concerning Consumer Protection. Second, What are the Factors Causing Unreasonable Cooking Oil Prices? This study uses the empirical sociological legal research method, namely by conducting direct interviews with respondents or data sources at research locations that are descriptive in nature. The results of the study are: First, Legal Protection for Consumers Regarding the Increase in Cooking Oil Prices That Are Not Based on the Highest Retail Price (HET) at the Incense Market in Pekanbaru City Based on Law Number 8 of 1999 concerning Consumer Protection seen from several factors including factors originating from Business Actors, and Consumers. Second, Law Number 8 of 1999 concerning Consumer Protection Article 4b concerning consumer rights can state the right to be able to select goods/services so that they can obtain goods/services which can be of value used as collateral. There is a current condition where the price of oil has increased which is not limited to the market and prices that can be reached by the public. The price of cooking oil will always increase due to stock availability which makes people confused. The two factors that cause unreasonable cooking oil prices include distribution, production, sources of supply, supply and demand, and government policies
