Abstract

Criminal acts in human life are social symptoms that will always be faced by every human being, society, and even the state. Reality has proved that criminal acts can only be prevented and reduced but are difficult to eradicate completely. One of them is a narcotics crime. This narcotics crime has been regulated in Law Number 35 of 2009 Narcotics. Until now, narcotics crimes in the Dumai police area every year still often occur in the community which is motivated by the economic situation that is getting worse. Because there are still criminal acts of drug abuse, it is the obligation of law enforcement officials, especially the police, to deal with these crimes strictly. The main problem in this study is the factors causing narcotics crimes and police efforts in tackling narcotics crimes in the Dumai police area. This type of research is empirical legal research using observational or field research by means of direct surveys to the field. The type of data used in this study was sourced from primary and secondary data. Primary data was obtained through the results of questionnaires for drug offenders, and interviews with the Kasat, Dumai Police Drug Task Force Investigators, and UIR Criminal Lecturers. Meanwhile, secondary data is obtained from the results of literature research. The nature of this research is descriptive analytical which provides an overview of a research object through the data that has been collected. Based on the results of the study, it can be understood that this narcotics crime occurs due to several factors, including environmental, family, economic, and stress or emotional factors. Meanwhile, the police's efforts in tackling narcotics crimes in the Dumai Police area are in the preventive field in the form of getting closer to positive activities, namely increasing worship, being in a positive environment, and often participating in legal counseling held by the police. Meanwhile, the role of the police in the repressive field of conducting investigations and investigations whose results will be handed over to the Public Prosecutor for prosecution in the trial.
