Abstract

he Directorate of Drug Crime, Bareskrim Polri stated that the number of Polri members involved in drug cases throughout 2019 had increased compared to 2018. This crime was also carried out by unscrupulous Pekanbaru Police, Riau Regional Police. In 2020-2022 there were two cases of criminal acts of drug abuse by unscrupulous members of the police, and these cases have been processed and decided by the Pekanbaru District Court. Members of the Police who have committed narcotics crimes have violated the police professional code of ethics and violated the Government Regulation of the Republic of Indonesia Number 2 of 2003 concerning the Disciplinary Procedures for Police Members. If a criminal decision given against a member of the police has permanent legal force, it is threatened with dishonorable dismissal in accordance with and based on Article 12 paragraph 1 letter a concerning Government Regulation Number 1 of 2003 concerning Dismissal of Members of the Indonesian National Police. In this thesis entitled "Law Enforcement of Narcotics Abuse by Members of the Pekanbaru City Resort Police" there are main issues, namely: how are law enforcement efforts against unscrupulous members of the Pekanbaru City Resort Police who are involved in narcotics abuse and what are the obstacles to law enforcement against unscrupulous members of the Resort Police? Pekanbaru City which is involved in narcotics abuse. The method used to answer the problems mentioned above is to use the empirical juridical research method, which is a data collection technique, in which the researcher makes direct observations of the research object to take a close look at the activities being carried out. While seen from its nature, this research is analytical descriptive. The results of the study show that even though there have been rules that have been applied and stipulated specifically for members of the Indonesian National Police, in reality law enforcement based on the provisions of these regulations has not been maximally implemented. This is because until now there are still members of the Police in the Pekanbaru City Police who still violate the rules mentioned above by still being involved in narcotics abuse cases. There are many obstacles in law enforcement for Polri members at the Pekanbaru City Police who abuse narcotics. According to him, one of the main obstacles is where to process suspects who are members themselves. This processing feels very difficult because the police are smarter, smarter here in terms of hiding criminal acts. This is still one of the obstacles in criminal enforcement from the past until now.
