Abstract
Until now, the distribution of narcotics has statistically continued to increase and the victims of these illegal drugs are also increasingly multilevel. Starting from the upper middle class to the lower middle class, even those who are still classified as children have started to know him. Lots of news circulating on social media related to the arrest of drug users and couriers carried out by the police. Seeing this increasingly deteriorating phenomenon, the state with its powers has regulated the prohibition of narcotics circulation by establishing Law Number 35 of 2009 concerning Narcotics. According to Article 1 paragraph (6) of Law Number 35 of 2009 concerning Narcotics, illicit trafficking of narcotics and narcotic precursors is any activity or series of activities carried out without rights or against the law which is defined as a criminal act of narcotics and narcotic precursors. The main problem in this research is what are the factors that cause someone to traffic narcotics in the jurisdiction of the Indragiri Hulu Police and what are the efforts made by the police to overcome the problem of narcotics distribution in the jurisdiction of the Indragiri Hulu Police and what are the inhibiting factors for the police in overcoming the problem of drug trafficking in the jurisdiction of the Indragiri Hulu Police . Observational legal research (observational research) / empirical legal research is a type of research used by the author, namely obtaining data directly from the research location by conducting interviews. Meanwhile, this research is analytical descriptive, which describes a clear image of the subject matter of this study. Based on the results of the study, the factors that cause a person to traffic narcotics in the jurisdiction of the Indragiri Hulu Police are free association, low economic factors (poor), and low education and morality factors. Efforts made by the police to overcome the problem of narcotics circulation in the jurisdiction of the Indragiri Hulu Police are launching a complaint service application, providing counseling to the community or at schools related to the dangers of narcotics and how the law rules for narcotics crimes, and supervising the association of teenagers in the environment. The inhibiting factors for the police apparatus in overcoming the problem of drug trafficking in the jurisdiction of the Indragiri Hulu Police are the low level of public awareness, the modes used are always changing, and the lack of community involvement.
