Abstract

ABSTRACT The high number of Covid-19 cases in Indonesia which continues to rise has forced the government to issue new policies to deal with this case. One of the policies carried out by the Indonesian government, including the Pekanbaru City Government, is the PSBB. However, the policies set by the Pekanbaru city government by carrying out the PSBB had a major impact on the community, namely in the health sector and in the economic sector. In this study, researchers focused on government agencies the Pekanbaru City Regional Disaster Management Agency (BPBD) and the Pekanbaru City Health Office. As for this research, there is a main problem that will be discussed, namely the role of the Pekanbaru City Government in accelerating the control of Covid-19 countermeasures and fulfilling community rights fairly by the Pekanbaru City Government during the implementation of PSBB during Covid-19 2020 based on Pekanbaru Mayor Regulation Number 74 Year 2020 concerning Guidelines for Implementing Scaled Social Restrictions in Handling Covid-19. Legal research is to examine certain legal phenomena and then seek solutions to difficulties that may arise. It is an analytical procedure that incorporates a certain methodology, systematics and thinking. The purpose of this study is to find out the role of the Pekanbaru city government in accelerating the control of Covid-19 countermeasures and the role of the Pekanbaru City government in fulfilling community rights fairly when implementing large-scale social restrictions covid-19 in 2020 The results of the research that the author obtained were that the role played by the Pekanbaru City government during Covid-19 in 2020 was quite good, as can be seen from the Government collaborating with each other to urge all people to do 3M. The government also appealed to all agencies to follow Pekanbaru Mayor Regulation Number 74 of 2020 in tackling Covid-19. In addition, the role of the Health Service is to require vaccines for the community, provide health service facilities and launch care-protect applications. Meanwhile, the role of the BPBD is to provide facilities for the community such as setting up tent posts, providing hand washing facilities in various public environments and vaccination locations so that it makes it easier for the community to play a role in stopping the spread of Covid-19. Fulfillment of community rights in a fair manner was found in the fact that the Government gave authority to the Social Service in administering social assistance to communities affected by Covid-19 where the process of providing social assistance was carried out in direct coordination with local RT and RW parties by collecting identities such as KK and KTP in registering community data those affected by Covid-19.
