Abstract
When the development of the Covid-19 Virus had an impact on the implementation of public services. The Covid-19 virus is growing rapidly and has a negative impact on social and economic activities in all sectors. As a result of the Covid-19 Virus, public services in the Meranti Islands Regency Population and Civil Registry Office experienced several obstacles in providing services to the community, especially in making KTP-EL, due to restrictions on social relations, calling to work from home. During the pandemic, the Meranti Islands Regency Dispenduk implemented innovation, namely trying to maximize public services online. As for this research, there are main problems that will be discussed, namely, the impact on the community related to the Meranti Archipelago Regency Population and Civil Registration Service Service in Making KTP-EL during the Covid-19 Pandemic and secondly Obstacles to Service Innovation of the Meranti Islands Regency Population and Civil Registration Service in Making KTP -EL during the Covid-19 pandemic. And the purpose of this research is the same as the formulation of the main problem, namely to find out the results of the problem formulation made by the researcher. This legal research is included in the type of research in Sociology or Empirical Law, where this research is included in the category of Observational Research, namely by conducting direct research. The method used in this study was carried out to collect appropriate and relevant information for exploration. The results of the research that the authors obtained were that the public services available at Disdukcapil Selatpanjang during the Covid 19 pandemic were quite good. And the public service innovations carried out by the Selatpanjang Disdukcapil during the Covid-19 pandemic were good and structured in their implementation. The difficulties or obstacles faced by Dispenduk and Capil employees are the absence of direct face-to-face meetings with Selatpanjang residents when taking care of things.
