Abstract

Coastal areas have great fishery potential. Pasir Limau Kapas District is one of the coastal areas with this potential. Based on data from the Fisheries Service of Rokan Hilir Regency, Pasir Limau Kapas district produced a total of 22,389.63 tons of captured fisheries in 2019, which makes it the largest captured fish producing area compared to other districts in Rokan Hilir Regency. This study aims to determine the potential of fisheries and the factors that influence them in Pasir Limau Kapas District using qualitative and quantitative descriptive analysis methods and to determine development strategies that can be carried out through SWOT analysis. Research data comes from primary data obtained through observation, interviews and questionnaires, as well as secondary data obtained from related documents. The results showed that Pasir Limau Kapas District was the largest capture fishery product contributor in Rokan Hilir District. The fish commodity that is often found in the waters of Pasir Limau Kapas is Fourfinger threadfin. The results of the analysis show that the factors influencing fishery potential are geographical location, human resources, environmental conditions, climate/weather, and technology. Based on the SWOT analysis, the directions for the development strategy that can be carried out are: 1. Maintaining fishery potential so that it is not damaged; 2. providing provision, training and good support to local communities that depend on marine products; and 3. In addition to the existing fishery potential, the local government can also pay attention to opportunities from tourism potential.
