Abstract

Rokan Hilir Regency is one of the regencies/cities targeted for the implementation of the Family Hope Program (PKH) because in this area the development is still quite high. Based on statistical data from the Riau Province BPS, RokanHilir Regency is still relatively high, at 12.67 percent or 116,378 people and is ranked fifth from the poverty level in Riau Province by Regency/City. Rimba Melintang Subdistrict is one of the areas in Rokan Hilir Regency with the highest poverty rate reaching a percentage of 50.47 percent or 11,939 households of poor families (based on DTKS 2021 data) and very few people who receive assistance from the family of hope program, namely 1,129 households. The purpose of this study is to determine the implementation of the Family Hope Program in Reducing Poverty and to determine the factors that hinder the Implementation of the Family Hope Program in Reducing Poverty in Rimba Melintang District, RokanHilir Regency. The informants in this study were the sub-district head, the sub-district PKH assistant, the headmaster and poor families.The method used is a qualitative research method with a descriptive type, considering that the phenomenon that the author examines is qualitative, then this research also departs from the existing problems not by testing the theory and for that the author only wants to explain the results of the study and not with the intention of measuring. Descriptive research is intended for careful measurement of certain social phenomena, where researchers develop concepts and collect concepts and collect facts, but do not make hypotheses.In this study using indicators from George C. Edward III, namely, communication, resources, disposition and bureaucratic structure. From this study it was found that the implementation of the PKH program in Rimba Melintang District for communication indicators can be said to be quite implemented, resource indicators can be said to be not implemented, disposition indicators are quite implemented and bureaucratic structure indicators are implemented. The inhibiting factor is the lack of human resources and budgetary resources in carrying out the PKH program.
