Abstract

Improving the quality of education is inseparable from the provision of assistance by the government especially for poor students, However, there are still many poor students who have not received educational assistance, so they drop out of school. Mekar Sari Village, Dumai Selatan District, Dumai City, not all poor students have received the Smart Indonesia Card assistance, making it burdensome for families to meet educational needs. The Dumai City Education Office in implementing the Smart Indonesia Card is inseparable from effectiveness, efficiency, adequacy, harmony, responsiveness, and accuracy so that the implementation of the Smart Indonesia Card assistance program can be felt by poor students. The purpose of this study was to determine the inhibiting factors for the implementation of the Smart Indonesia Card Program in Mekar Sari Village Dumai Selatan District Dumai City. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The discussion on the Implementation of the Smart Indonesia Card Program in Mekar Sari Village, Dumai Selatan District, Dumai City has not been carried out optimally where there are still poor students who have not received assistance because data collection has not been carried out evenly by the Dumai City Education Office to propose beneficiaries, and there has been no socialization carried out directly to prevent the community from receiving assistance with the Indonesia Smart Card. However, the authors suggest that the Dumai City Education Office carry out socialization with the school so that the Smart Indonesia Card Program can be known to the public, it is better for the Dumai City Education Office to work together with the community in collecting data on the poor. students, and receive advice from people who have not received Smart Indonesia Card assistance.
