Abstract

Performance (performance) is the result of work that is concrete, observable, and measurable. Village government administration is the activities of the village government in carrying out the duties and functions of village government. Therefore, the effectiveness of the administration of village government can be seen from the extent to which the success of the village government in achieving the goals specified in relation to its duties and functions. The administration of village government is guided by the Minister of Home Affairs Regulation number 47 of 2016, which includes general administration, population administration, financial administration, development administration and other administration. Performance plays an important role in achieving organizational goals. This study aims: 1) To find out the performance of the penghulu in the administration of government administration based on the Regulation of the Minister of Home Affairs Number 47 of 2016. 2) To find out the obstacles or challenges faced by the penghulu in the administration of government. This study uses a qualitative method, namely a research procedure that produces an analytical description of the written words and the behavior of the object being observed. In this study, the determination of informants was determined intentionally. Data were collected by three techniques, namely, observation, interviews and document analysis. The results of the study show that: 1) Pematang Sikek's Penghulu performance is still not good because of the 27 (twenty seven) administration of government based on the Minister of Home Affairs Regulation Number 47 of 2016 which is documented only 11 (eleven) documents. 2). Obstacles or challenges faced are section heads and heads of staff working alone, socialization of guidelines for administering government administration is still lacking from sub-district and district governments, employees are very minimal in mastering computer science, communication networks are still limited, data input systems are still manual, while requests for data from other agencies already use the application system, residents/communities to get assistance often manipulate data and SOPs must be set.
