Abstract

This study aims to find out the results of the implementation of the policy on the management of the borrowing and use of regional property in the form of official vehicles at the Regional Government of the City of Dumai where the phenomenon that the researchers found is that the Government of the City of Dumai has a wealth of potential regional property in the form of operational official vehicles until 2019 as many as 1005 units official vehicles, but have not been managed optimally. The research method uses qualitative research methods as a technique for data collection and direct interviews with informants such as the Head of the Dumai City Regional Financial and Asset Management Agency (key informant, Secretary of the Dumai City Regional Financial and Asset Management Agency, Head of sub-division. Asset Administration, Head of Sub-Division of Utilization and Asset Security, Head of Sub-department Assessment, Transfer and Write-off of Assets, Implementation Staff for Assets The results showed that the Regional Financial and Asset Management Agency for the City of Dumai in implementing the Borrowing and Use of official Vehicles had not been effective, this was due to the weak understanding of the apparatus in the City Regional Financial and Asset Management Agency Dumai in understanding the laws and regulations. The inefficient implementation of the use of official vehicles at the Regional Financial and Asset Management Agency for the City of Dumai is due to the lack of clear standards in measuring the priorities for the implementation of the use of official vehicles. For the loan to use official vehicles, there is a standard measurement of the implementation of the loan to use vehicle to measure the implementation plan for the loan to use so that the vertical agency that proposes the implementation of the loan to use can find out the availability of official vehicles that can be carried out. In implementing the Borrowing and Use of official vehicles, the Regional Financial and Asset Management Agency, the city of Dumai has carried out borrowing and using official vehicles with due regard to the similarity of services to other vertical agencies and local governments. However, in implementing the loan-to-use provisions at the Regional Financial and Asset Management Agency, the city of Dumai does not yet have the SOP and SPM of the Regional Financial and Asset Management Agency for the city of Dumai. the city of Dumai but the level of responsiveness of the implementation of the use of official vehicles at the Regional Finance and Asset Management Agency for the city of Dumai is still low because there are still many vertical agencies that do not know about the terms and conditions of the implementation of the use of official vehicles in the local government.
