Abstract

From a number of district/city regional government authorities, especially those listed in point c (organization of public order and public peace). Community diseases that occur are one of the negative impacts of the development of Indragiri Hulu Regency, especially the development of the general problem of community diseases listed in the Regional Regulation of Indragiri Hulu Regency Number 11 of 2014 concerning Prohibition and Enforcement of Community Diseases. In essence, the community's disease is closely related to problems of order and security which disrupt order and security in the Indragiri Hulu Regency, especially Rengat which is the capital of the Indragiri Hulu Regency. The purpose of this study is to analyze the Implementation and Obstacles to Implementing Regional Regulation Number 11 of 2014 concerning Prohibition and Enforcement of Community Diseases in Indragiri Hulu Regency. The type of research used in writing this research is empirical legal research or survey, because it is oriented towards the Implementation of Regional Regulation Number 11 of 2014 concerning Prohibition and Enforcement of Community Diseases in Indragiri Hulu Regency. From the results of the research, the Implementation of the Regional Regulation Policy of Indragiri Hulu Regency Number 11 of 2014 concerning the Prohibition and Enforcement of Community Diseases is still not effective. This can be seen from the large number of commercial sex workers in Rokan Hulu District, even though the Indragiri Hulu Satpol PP has frequently carried out arrests and raids on community diseases. Obstacles to the Implementation of the Indragiri Hulu Regency Regional Regulation Policy Number 11 of 2014 concerning the Prohibition and Enforcement of Community Diseases in Indragiri Hulu Regency consists of several factors, namely as follows; there is still a lack of socialization carried out, human resources are still inadequate, facilities and infrastructure are still lacking, there is still a lack of coordination between agencies, and the budget for controlling is still minimal.
