Abstract
The purpose of this study was to analyze public services at the Sungai Sembilan District Health Center, Dumai City (Study of the Implementation of the Vaxectomy Program) and any obstacles related to the output of vasectomy acceptors in the Sungai Sembilan District area. This type of research the authors used a descriptive survey. The sample of respondents and informants who were relevant to the object of research consisted of the leaders and staff of the Population Control and Family Planning Office for the City of Dumai, the Community Health Center, the District Government and the Husband and Wife (PUS) of the people of Sungai Sembilan District, Dumai City, totaling 30 people. The results of the study concluded that the Implementation of Public Service for the Family Planning Program using the Vaxsetomy method at the Sungai Sembilan District Health Center, Dumai City, could be stated to have not been implemented properly, because there were still several obstacles in achieving the target of the vasectomy program. The community does not want to do the Vaksetomy family planning method, because men who are already married do not want it. The lack of good communication, socialization and coordination between public service providers to the community is the cause of the lack of understanding by the community about the Vasectomy family planning program. Even though the Dumai City government will give awards or rewards to Couples of Reproductive Age who are willing to become Vasectomy Acceptors, people still feel unsure about using this vasectomy KB, worried about possible side effects. Apart from that, the influence of the strong customs, traditions and religion is that it is the women who use family planning, not the men. Obstacles that impede men's participation in family planning are psychological constraints such as fears of decreasing masculinity, impotence, social constraints; Religion and Tradition and constraints that come from the wife such as the possibility of infidelity. For this reason, it is suggested that the Community Health Center and the Family Planning Team provide socialization to the community and be able to convince the community to understand and be interested in becoming vasectomy acceptors. It is also necessary to invite community leaders, traditional leaders and religious scholars to explain to the community about the Vasectomy Family Planning program which is better and safer. Of course, this requires a trained facilitator. Because of that, it is hoped that the support from the Dumai City Government will provide a budget for facilitator training.
