Abstract

Empowerment of fishermen is still a problem where fishermen still experience a lack of knowledge in utilizing fishing skills, managing fishery products and selling fishery products. The Fisheries Service and Rokan Hilir Regency provide empowerment to small fishermen in a joint business group in Bagan Hulu Village but it is still not done optimally. The success of empowerment activities cannot be separated from Human Development, Business Development, Environmental Development, and Institutional Development. The purpose of this study was to determine the factors and obstacles to the analysis of Small Fisherman Empowerment in Joint Business Groups in Bagan Hulu Village, Bangko District, Rokan Hilir Regency. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results showed that the empowerment activities carried out by the Fisheries Service and Rokan Hilir Regency had not been carried out optimally where empowerment activities have not been carried out evenly to Small Fishermen in Joint Business Groups so that small fishermen do not yet have knowledge in fish catch management activities, and the target of providing assistance in supporting the capture of small fishermen in the Joint Business Group is not yet on target. However, the authors suggest that the Department of Fisheries and Rokan Hilir Regency empower small fishermen equally, provide assistance according to the needs of small fishermen and cooperate with small fishermen in managing fish catches.
