Abstract

Cost and Benefit Analysis of People's Oil Palm Rejuvenation in Rokan Hilir Regency, Riau Province under the guidance of Prof. Dr. H. Detri Karya, SE., MA as supervisor I and Dr. Azharuddin M. Amin, M.Sc, as supervisor II. Smallholder oil palm rejuvenation often experiences various problems including: farmers' institutions have not been formed, loss of income from oil palm plantations, plantation rejuvenation costs and living expenses incurred during the rejuvenation process. The purpose of this research is to analyze: (1) Characteristics of smallholders, realization of oil palm replanting and profiles of cooperatives ; (2) Production technology, use of production inputs, costs, production, income and business efficiency (3) Financial and economic costs and benefits of People's Oil Palm Replanting. This study used a survey method, which took place in Rokan Hilir Regency, Riau Province. The sample of gardeners in this study will be carried out in a proportional random sampling, with a total sample of 79 people. Data analysis used is descriptive qualitative analysis, farming analysis and Cost-Benefit Analysis (CBA). The research results show that: 1). Characteristics of oil palm smallholders are that they are of productive age (55.28 years), have middle-level education (9.29 years), have relatively long farming experience (26.63 years), and have relatively small family dependents (3 people). The realization of the oil palm rejuvenation program is still low. Institutional profile of each Cooperative with complete institutional legality, KUD Subur Makmur with a land area of 400 ha with 200 members, KUD Marga Bhakti with a land area of 600 ha with 300 members, KUD Panca Jaya with a land area of 506 ha with 228 members and Cooperative HKP2 with a land area of 240 and 100 members, Cooperative activities in FFB sales services, transportation and production facilities, organizational structure in accordance with the basic principles of Cooperatives which are mandated through the results of the Annual Member Meeting. 2). The technology for cultivating oil palm by farmers who receive Rejuvenation funds in each farmer member of the cooperative has been carried out according to standards with the principles of Good Agricultural Practices (GAP). The use of production inputs is close to conformity. Recommendations from the technical guidelines of the ministry of agriculture on rejuvenation technology or TBM and on producing palm or TM. The average production cost is Rp. 11.252.736/ha/year with details of Variable Cost Rp. 11.046.400/ha/year and fixed costs Rp 206.336/ha/year. The average income is Rp. 39.010.125/ha/year with an average profit of Rp. 27.757.389 /ha/year, business efficiency with a value of 3.47 which means that the oil palm business is efficient. The financial aspect shows that oil palm plantations are feasible to cultivate with an NPV of IDR 351.609.794 (> 0), an IRR of 113.93% (> 10.63%), a Net B/C of 91.11 (> 1), and payback period for 3 years 2 months (< 25 years). The economic aspect shows that oil palm plantations are feasible to cultivate with an NPV value of IDR 325,314,307 (> 0), an IRR of 48.65% (> 10.63%), a Net B/C of 32.62 (> 1), and payback period of 3 years and 10 months (< 25 years). The investment criterion value is financially higher than economic feasibility, which means that the welfare of plantation development is improving.
