Abstract
Road construction in forest areas has the potential to cause habitat fragmentation and disrupt wildlife movement. The West Ring Road–Duri, which passes through Talang Forest, was built to reduce traffic congestion, lower accident rates, and improve accessibility. This study aims to analyze the level of conformity in the implementation of the eco-road concept on the segment of the West Ring Road–Duri that traverses Talang Forest. The research employed a qualitative descriptive method with a comparative approach, by comparing eco-road parameters as stipulated in the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia No. P.23/MENLHK/SETJEN/KUM.1/5/2019 with road planning documents and existing field conditions. The analysis was carried out to evaluate the extent to which eco-road parameters have been applied to the road segment. The results show that out of 20 eco-road parameters, 14 parameters (70%) have been fulfilled in accordance with the regulation, while 6 parameters (30%) remain unimplemented. The unfulfilled parameters include the absence of canopy bridges, wildlife signs, watchtowers, guard posts, access gates, and occupation fences, which were constructed below the required height standard. These findings indicate that the implementation of the eco-road concept on the West Ring Road– Duri has not yet been fully optimized, thereby requiring improvements through the provision of complementary facilities in compliance with regulations to support both ecological functions and road safety.
