Abstract

The crime of theft tends to increase every year in accordance with the development of community conditions in an area. The rampant cases of theft in the midst of community life in Kampar Regency continue to increase, seen from the increase in the number of cases in 2021 to 2023. The legal problem is that even though there are norms that regulate and law enforcement institutions (POLRI), the increasing trend continues to occur, this of course gives rise to anomalies as legal problems why trends are important and this can happen. Based on the previous explanation regarding the background of the problem, the author proposes the formulation of the problem, including: How effective is the handling of the crime of theft by the Kampar Police, and what is the projection of the handling of the crime of theft by the Kampar Police in the future. This thesis is written using empirical legal research methods. Where research with field data as the main data source generated from the community environment. Analyzing the data used in the research with a formal analytical descriptive analysis type. Formal analysis is carried out in this research based on all primary files obtained from interviews and observations at the research location, namely at the Kampar Police. The effectiveness of the handling of theft crimes by the Kampar Police is still not optimal in its implementation in the community, as can be seen from the increasing number of theft crimes from year to year, various efforts that have been made by the police. The Kampar Police, through careful investigations and the implementation of preventive and repressive measures in accordance with legal procedures, are trying to reduce the number of theft crimes in their jurisdiction. More adaptive legal reforms are needed and in accordance with the times. One of the author's solutions that can be done is by changing the regulations in Article 364 of the Criminal Code by carrying out a partial formulation, namely by adding and changing some of the provisions that have been regulated in Article 364.
