Abstract

Ideally, a household should be the safest, most comfortable, and most loving place for each member. The foundation of a family is formed by the physical and spiritual bond between husband and wife, who are committed to mutual protection, respect, and fostering harmony. In a healthy environment, a family is not merely a physical home but also an environment that supports the emotional, spiritual, and social development of its members. However, in reality, households do not always function as expected. Often, households become sources of conflict and even violence, which not only violates humanitarian values but also constitutes a serious violation of human rights, with severe physical, mental, and emotional impacts on the victims. The main problem addressed in this study is the form of legal protection provided by the Riau Regional Police Criminal Investigation Directorate to victims of domestic violence and the obstacles faced by the Riau Regional Police Criminal Investigation Directorate in providing legal protection to victims of domestic violence. This research uses an empirical legal research method approach, also known as sociological legal research. This approach allows researchers to comprehensively describe conditions on the ground by collecting data directly through interviews with expert sources, including police officers, victims, and other relevant parties. This research is descriptive and analytical in nature, aiming to provide a detailed overview of an incident that occurred regarding the implementation of legal protection for victims of domestic violence at the Riau Regional Police Criminal Investigation Directorate. The results show that the Riau Regional Police Criminal Investigation Directorate has implemented several initiatives to protect victims of domestic violence by collaborating with various supporting agencies, such as the Social Services Agency and the Women's Empowerment and Child Protection Agency (DP3A). This collaboration aims to ensure holistic victim care, ranging from legal assistance and psychological counseling services to the provision of safe houses or temporary shelters for victims in emergencies. However, the implementation of this protection still faces various obstacles, particularly those stemming from the victims themselves. These include fear of threats from perpetrators, concerns about the family's financial situation, and shame due to social stigma, often preventing victims from reporting their experiences.
