Abstract

The development of digital technology has driven the transformation of financial services, including Islamic banking, to become more adaptive to the needs of society. Amid the Financial Services Authority’s (OJK) efforts to enhance financial inclusion, mobile banking has become a vital instrument in reaching unbanked communities. However, the development of digital services must remain aligned with the prudential principles of Islamic banking as a safeguard against risks and Sharia violations. This study focuses on two main research questions: how Bank Syariah Indonesia (BSI) KC Pekanbaru Sudirman 1 aligns the ease of access to mobile banking services with the obligation to implement the prudential principles of Islamic banking, and how OJK regulations on financial inclusion relate to OJK regulations on risk management in the implementation of mobile banking services. The research uses an empirical legal method with a descriptive-analytical approach. Data were collected through interviews with BSI and OJK officials, supported by document studies and relevant statutory literature. This study examines the relationship between regulations, Sharia banking practices, and implementation challenges in the field. The findings show that although BSI KC Pekanbaru Sudirman 1 has implemented digital verification systems and financial literacy education, there is a misalignment between expanding service access and maintaining prudential principles. Moreover, a regulatory contradiction exists between the expansive nature of the OJK regulation on financial inclusion and the restrictive nature of the OJK regulation on risk management, creating a dilemma in proportionally implementing mobile banking services in Islamic banking.
