Abstract
Vape was first introduced in Indonesia in 2012. The development in Indonesia began when Indonesians traveled abroad and brought home vape devices or electronic cigarettes. This phenomenon triggered the interest of the Indonesian people in vaping or electronic cigarettes because at that time. The existence of these products without a permit can result in economic losses for the state, because consumption taxes that are supposed to be a source of revenue cannot be collected. This also creates non-compliance with applicable regulations and can be detrimental to the tax system. Therefore, enforcement of regulations related to Liquid Vape is essential to protect economic security and public welfare. The main problem in this study is how to form legal protection against the use of liquid liquids in electronic cigarettes and what are the obstacles in the legal protection process for the use of liquid liquids in electronic cigarettes. The research method used in this study is Empirical research, using empirical facts of human behavior, which includes physical recordings and evidence. Empirical facts of human behavior include observed direct behavior as well as verbal conversations obtained from interviews. This research is descriptive analytical, meaning that the author will provide a clear understanding or description of the thing that is of interest, but they will not consider or consider specifically the events and occurrences. Based on the results of the research, it can be found that the form of legal protection for liquid users in electronic cigarettes includes monitoring the manufacturer's compliance with applicable regulations, such as labeling of ingredient content, hazard information, and the obligation to include excise tape on each packaging. Customs and Excise also has the authority to crack down on business actors who distribute illegal products. This is in accordance with the mandate of the Excise Law and synergizes with Law Number 8 of 1999 concerning Consumer Protection. As well as challenges in consumer protection of liquid vape users, one of the main challenges is the rise of online sales that are difficult to physically supervise. In addition, there is still a low understanding in the community regarding the legality of vape products.
