Abstract

General elections are the main instrument in a democratic system that will bridge the people's voice in giving a mandate to the people's representatives in government. One indicator of the success of general elections is voter participation because elections that have a high level of voter participation are considered to have undoubted legitimacy. This study aims to determine community participation in the 2020 Rokan Hilir Regent and Deputy Regent elections. The type of research is descriptive with qualitative methods. The results of the study are direct participation which is seen in not all people using their voting rights which is caused by several factors so that the form of public enthusiasm for exercising their voting rights that occurred in the 2020 regional elections has not been significant. Participation in the decision�making process can be seen in the weak supervision carried out by the community even though they still attend the vote count conducted by the committee to conduct supervision and vote mobilization that still occurs causing support given not based on the quality of the candidate. Meanwhile, in representative participation, it can be seen that the socialization carried out by the Rokan Hilir KPUD has not given significant results in increasing community participation. Therefore, community participation in the regional head general election has not been maximized in Rimba Melintang District in 2020.
