Abstract

The implementation process of the Regional Government Information System (SIPD) in Pelalawan Regency often faces challenges, particularly related to organizational and inter-organizational behavior, street-level bureaucratic behavior, and target group behavior. These challenges stem from the limited understanding of the system among officials who are still unfamiliar or struggling with its usage, highlighting a gap in the competencies available within Pelalawan Regency. This study aims to assess the effectiveness of SIPD implementation in financial administration at the Regional Finance and Asset Management Agency (BPKAD) of Pelalawan Regency, based on indicators of productivity, quality, efficiency, flexibility, satisfaction, excellence, and development. This research adopts a qualitative approach, with data collected through interviews and analyzed using the data analysis techniques developed by Miles and Huberman. The findings indicate that the effectiveness of SIPD implementation in financial administration at the BPKAD of Pelalawan Regency is relatively good, although improvements are necessary according to the indicators of productivity, quality, efficiency, flexibility, satisfaction, excellence, and development. SIPD application at BPKAD Pelalawan has significantly enhanced the effectiveness of regional financial administration, providing substantial benefits in terms of transparency, accountability, data quality, efficiency, and financial data security. While initial challenges in user adaptation were noted, effective training has mitigated these obstacles and improved user satisfaction with SIPD. Overall, SIPD implementation in Pelalawan Regency has proven effective in supporting better regional financial governance. Going forward, further system developments, including technology upgrades and human resource training, will be essential to maintain and enhance SIPD effectiveness at BPKAD Pelalawan.
