Abstract

The Regional Government of the Anambas Islands Regency is expected to plan and implement optimal services in accordance with the Minimum Service Standards (SPM) for Ferry Transport. However, the implementation has not been fully optimized, as evidenced by the lack of informational signs, facilities for persons with disabilities and health services, and insufficient seating in the waiting areas, leading many passengers to wait around the port after purchasing tickets. Additionally, the traffic flow arrangements at the port are not yet well managed. The purpose of this study is to examine the Service Strategy of the Passenger Ferry Terminal in Matak, Kute Siantan District, Anambas Islands Regency, Riau Islands Province. This research is a qualitative descriptive study. The number of informants is 10 people, with the Head of the Department of Transportation and Environment serving as the key informant. Data collection techniques include interviews, and the data analysis method follows the on-site analysis technique developed by Miles and Huberman. The results of the study indicate that the Service Strategy of the Passenger Ferry Terminal in Matak, Kute Siantan District, Anambas Islands Regency, Riau Islands Province has not been optimal. Several obstacles were identified, including the manual ticketing process, which requires considerable time, particularly during long queues. The use of digital technology, such as online ticketing, remains limited, resulting in extended waiting times. Vehicle passengers (both two-wheelers and four-wheelers) must endure long queues. This queuing system is still conducted manually, with no clear information provided regarding the estimated departure time.
