Abstract

Regional Regulation Number 5 of 2022 was formulated through the Regional Regulation Formation Process of Bengkalis Regency to enhance the quality of education and the management of Islamic boarding schools (pesantren) in the region. This research aims to determine the effectiveness of Regional Regulation Number 5 of 2022 in facilitating pesantren management in Bengkalis Regency. The theoretical framework used in this research is Mintzberg's Theory of Effectiveness (1989), focusing on goal attainment, integration, and adaptation indicators. The study involved a sample of 8 participants from various institutions and professions. The research method employed was qualitative data analysis. Data collected and deemed valid were processed using an interactive model involving four main activities: data collection, data reduction, data presentation, and conclusion drawing or verification. The research findings indicate that the regulation has been effective in achieving its goals, integration, and adaptation. First, in terms of goal attainment, the regulation has successfully improved pesantren welfare, enhanced educational quality, and increased public awareness of the importance of education. Key indicators include Program Implementation Accuracy, Improvement in Pesantren Welfare, and Evaluation Methods. Second, concerning integration, the regulation has effectively integrated policies and programs related to pesantren management, fostering synergy and efficiency in program implementation. Indicators include Stakeholder Engagement, Policy Synchronization, and Social Cohesion. Third, in terms of adaptation, the regulation has successfully adapted to societal changes, remaining relevant and effective in achieving its objectives. Indicators include Policy Flexibility, Policy Adjustment and Innovation, and Improvement.In conclusion, Regional Regulation Number 5 of 2022 has proven effective in enhancing pesantren management in Bengkalis Regency, demonstrating significant achievements in goal attainment, policy integration, and adaptation to social changes.
