Abstract
The orientation of business enterprises has historically focused on a profit-oriented approach, evolving into the "business is business" concept that often overlooks the welfare and environment of local communities. However, with the growing prominence of global environmental issues and the development of Corporate Social Responsibility (CSR) concepts within various corporations, addressing social and societal challenges, particularly in Riau Province, requires attention not only from the government but also from strategic partners. PTPN V has a duty to empower communities through sustainable assistance programs, moving beyond incidental or charity-based initiatives to support regional development planning. PTPN V's contribution extends beyond increasing Gross Domestic Product (GDP) to creating employment opportunities, maintaining environmental balance, and empowering local communities through the implementation of CSR programs aligned with the "triple bottom line" concept. This study employs a qualitative approach, with data collection conducted through document analysis, literature review, and direct interviews with research informants related to the implementation of CSR by PTPN V and regional development planning by the Regional Development Planning Agency (BAPPEDA) of Riau Province. The findings indicate that PTPN V's CSR programs align with sustainable development goals, focusing on four main pillars: social, environmental, economic, and legal governance. The analysis reveals that the implementation of CSR by PTPN V faces significant challenges, including budget constraints, misalignment of priorities between the company and local government, and suboptimal inter-organizational coordination. These factors hinder the achievement of policy standards as outlined by Van Meter and Van Horn's theory, particularly in terms of resources and inter-organizational communication.
