Abstract
Regional competitiveness is a key foundation in sustainable development, especially amidst global economic dynamics. This study evaluates the Pekanbaru City Government's policy related to Pillar 11 (Business Dynamism) based on the results of the Regional Competitiveness Index (IDSD), which has decreased significantly from 5.00 in 2022 to 2.94 in 2023. This decline indicates weak policies and suboptimal business activities. The study aims to identify the main obstacles and formulate strategies to improve competitiveness. Using William N. Dunn's Policy Evaluation Theory and qualitative research methods, this study analyzes the effectiveness, efficiency, adequacy, fairness, responsiveness, and feasibility of policies through interviews, observations, and secondary data. The findings show that the main challenges are the low digital literacy of MSME actors, weak coordination between stakeholders, suboptimal management of Regional Superior Products (PUD), low awareness of Intellectual Property Rights (IPR), minimal business incubation programs, and inadequate business infrastructure conditions. As a solution, the Pentahelix approach is recommended to collaborate the roles of government, academics, business actors, society, and the media. Strategies include strengthening digital literacy through the Digital Accelerator program based on Artificial Intelligence (AI), promotion and marketing of PUD through the Government as a Platform (GaaP) approach, the establishment of HKI Corner, revitalization of traditional markets with modernization, creation of public facilities in the form of Smart PKL Zones and co-working spaces in strategic locations, and strengthening the innovative business ecosystem through technology incubators and the provision of seed funding to support start-ups. These steps are expected to be able to increase the dynamism of Pekanbaru City's business, boost regional competitiveness, and create inclusive and sustainable economic growth.
