Abstract

The purpose of this study is to examine the role of the Department of Tourism, Culture, Youth, and Sports (Dispabudpora) of Bengkalis Regency in preserving the sport of sepak takraw in Bengkalis Regency, based on the indicators of Stabilizer, Innovator, Modernizer, Pioneer, and Implementer. The development of young athletes is key to preserving the sport; however, existing programs are often poorly structured. The department lacks a long-term development system that includes talent scouting, intensive training, and continuous competency enhancement for athletes. The shortage of competent coaches in sepak takraw is also a significant issue. Without expert coaches, athletes' technical skills and game strategies cannot develop optimally. This study employs a qualitative descriptive approach. The research involved seven informants, with the Head of Dispabudpora serving as the key informant. Data collection was conducted through interviews, and data analysis used the on-site data analysis technique developed by Miles and Huberman. Based on the findings and discussions in the previous chapters, it can be concluded that Dispabudpora of Bengkalis Regency has played a significant role in preserving the sport of sepak takraw, through competition programs, athlete development, and the provision of facilities and infrastructure. However, this preservation effort still faces several challenges, including budget limitations, inadequate facilities in remote areas, and insufficient public outreach.
