Abstract

One of the crimes that occurs in society is sexual abuse committed by adults against minors. This is one of the crimes committed by adults which is caused by the social environment, poor education received by the perpetrator, and a lack of understanding of good norms in their lives. Children who are victims of sexual abuse, either directly or indirectly, experience various physical and non-physical disorders. Based on the background of the problem in writing this thesis, the main topic of the researcher's discussion is the factors that cause criminal acts of sexual abuse against minors in the Riau Regional Police, and how to overcome criminal acts of sexual abuse against minors in the Riau Regional Police. Referring to the problem formulation, this research will use a survey method or direct research in the field with interviews as a data collection tool to obtain a definite description including the causal factors and efforts to overcome sexual abuse. The purpose of this research is to determine the causal factors and efforts to overcome sexual abuse against minors. From the research results obtained by the author, the factors that cause criminal acts of sexual abuse of minors in the Riau Regional Police can be seen from 2 (two) factors, namely: internal factors such as the perpetrator's uncontrollable lust, the perpetrator's biological needs not being fulfilled, and lack of harmony. perpetrator's family) and external factors such as the perpetrator's environment, perpetrator's family factors, ignorance and lack of parental supervision of children due to being indifferent and paying more attention to economic needs). Meanwhile, efforts that can be made to overcome criminal acts of sexual abuse against minors can be done in two ways, namely preventive by conducting socialization or legal education to parents or the community, providing counseling in schools, collaborating with other agencies; Collaborating with other functions and being repressive by means of law enforcement by carrying out investigations as well as arresting and detaining perpetrators of criminal acts of child molestation in the city of Pekanbaru.
