Abstract

The objective of this study is to identify and analyze the role of the Protocol and Leadership Communication Division of the Regional Secretariat in supporting the activities of regional leaders in the Anambas Islands Regency. In performing its protocol duties, several issues have emerged that are highlighted in this study, particularly the suboptimal performance of the protocol team in providing services to the Regent of the Anambas Islands. This is evident from delays in attending official protocol events and meetings with various institutions and leaders. This research employs a descriptive qualitative approach. The number of informants in this study is six, with the Regional Secretary serving as the key informant. Data collection techniques include interviews, and data analysis is conducted using the analytical method developed by Miles and Huberman. The findings of the study reveal that the role of the Protocol and Leadership Communication Division of the Regional Secretariat in supporting the activities of the regional leaders of the Anambas Islands Regency, based on analysis of four indicators expert advisor, communication facilitator, problem-solving process facilitator, and communication technician demonstrates that the division holds a highly strategic role in supporting various activities of regional leadership in the Anambas Islands Regency. This role encompasses facilitating communication, organizing official events, coordinating information, and ensuring smooth interactions between regional leaders and both the community and relevant institutions. The Protocol and Leadership Communication Division functions as a communication bridge between regional leaders, the community, government agencies, and other external parties. This function is crucial for maintaining the smoothness and effectiveness of various governmental activities, including official meetings, public hearings, and strategic communications.
