Abstract

This research aims to analyze the implementation of the Pension Information System at the Personnel and Human Resources Development Agency in Pekanbaru City using George Edward III's theory of policy implementation. This theory highlights four main variables that determine the success of policy implementation, namely communication, resources, disposition, and bureaucratic structure. This research uses a qualitative approach with data collection techniques in the form of in-depth interviews, direct observation and document study. The results of the research show that the implementation of the Pension Information System for the Personnel and Human Resources Development Agency in Pekanbaru City, Pekanbaru City still faces a number of obstacles. In terms of communication, there are deficiencies in conveying system-related information to employees, both from a technical and procedural perspective. From the resource aspect, limited experts and technological infrastructure are the main obstacles. The disposition of the implementers shows enthusiasm for this new system, but is not accompanied by a deep understanding of the policies and benefits of the system. Bureaucratic structures that tend to be rigid and hierarchical also slow down the implementation process. Based on these findings, this research recommends increasing technical training for implementers, strengthening technological infrastructure, and improving communication across organizations to support a more effective implementation of the Pension Information System. By improving these aspects, it is hoped that this system can increase the efficiency of pension administration and the quality of service for employees in Pekanbaru City.
