Abstract

One of the policies of the Indragiri Hulu Regency Government in dealing with the problem of street vendors, namely by issuing Regional Regulation Number 9 of 2017 concerning the Management of Street Vendors. The purpose of this study was to analyze the role of the Industry and Trade Office in the arrangement of street vendors in the People's Market of Rengat District and the obstacles of the Industry and Trade Office in the arrangement of street vendors in the People's Market of Rengat District, Indragiri Hulu Regency. This type of research is qualitative research. informants in this study include: Head of Market Management Division, BANPOL PP and traders in the People's Market of Rengat City. Based on the results of the research, the role of the Industry and Trade Office in the arrangement of street vendors in the People's Market of Rengat District, Indragiri Hulu Regency includes the role of regulator, the role of dynamizer, the role of facilitator and the role of catalyst. Obstacles in the arrangement of street vendors in the People's Market of Rengat District, Indragiri Hulu Regency include the low legal awareness of street vendors, internal factors from the Industry and Trade Office of Indragiri Hulu Regency, namely the lack of coordination between agencies related to the arrangement of street vendors in the People's Market of Rengat City, including the Rengat City Sub-District Head and the Indragiri Hulu Regency Pamong Praja Police Unit, Lack of Coaching from the Government, budget limitations and lack of community participation.
