Abstract
This research aims to analyze and explain the effectiveness of the implementation of the Electronic Apparatus Performance Information System Application (E-SIKAP) at the Riau Province Regional Civil Service Agency. The problem is seen from the low level of human resource capabilities in the field of technology, especially in operationalizing e-attitude. The research method used is a qualitative approach. Data collection techniques include interviews, observation and documentation. The results of this research explain that the effectiveness of implementing the Electronic Apparatus Performance Information System Application (E-SIKAP) at the Riau Province Regional Personnel Agency has been running effectively. However, there are still several obstacles that occur in its implementation. This can be seen from the indicators of effectiveness according to Budiani's theory, namely: Program Socialization, guidance is still needed on the implementation of this e-attitude system. The lack of socialization causes a lack of civil servants' understanding of e-attitude; Program monitoring is reflected in the lack of supervision carried out by the Riau Province Regional Civil Service Agency as the manager in order to achieve the expected goals. If seen from the program target accuracy indicator, the implementation of this eoffice application has been carried out based on the organization's goals or targets contained in the policy content, while from the Program Objectives indicator, each OPD has received benefits from using this e-office application, but is hampered by the aging quality factor of human resources in operating this application. Optimizing the implementation of the Electronic Apparatus Performance Information System (e-SIKAP) at the Riau Province Regional Civil Service Agency can be done by: Strengthening Apparatus Resource Capabilities and Strengthening leadership commitment in conducting employee performance assessments through the e-SIKAP system.
