Abstract

Employees at the leadership administration of Riau Province still have many who have not used barcode attendance through the e-office application. Although the employees at the leadership administration of Riau Province have implemented Barcode Attendance since 2023, the implementation has not been effective until now because many employees are still not disciplined with their working hours or engage in time theft. The purpose of this study is to evaluate the Effectiveness of Barcode Absent Monitoring in Improving Employee Discipline at the Leadership Administration of Riau Province based on the indicators of program understanding, target accuracy, timeliness, achievement of goals, and tangible changes. This research is a descriptive qualitative study. The number of research informants is 15, with the Head of the Leadership Administration of Riau Province as the key informant. Data collection techniques include interviews, and data analysis in this study uses on-site data analysis techniques developed by Miles Huberman. The results of the study indicate that the Effectiveness of Barcode Absent Monitoring in Improving Employee Discipline at the Leadership Administration of Riau Province can be concluded to be ineffective and needs to be further improved based on the indicators of program understanding, target accuracy, timeliness, achievement of goals, and tangible changes. This is because the use of barcode absent monitoring in improving employee discipline at the leadership administration of riau province increases employee compliance with entry and exit times. Barcode attendance minimizes the practice of proxy attendance or time manipulation, making attendance data more accurate and reliable. However, some employees may need time to adapt and require training in using this new system, especially those who are not familiar with technology.
