Abstract

The development of SAMSAT services based on information technology has been carried out for a long time. The technological advancements, particularly at UPT Samsat Rengat, aim to improve services and increase participation among motor vehicle taxpayers. The mobile SAMSAT service provided by UPT Samsat Rengat represents the government's initiative to facilitate taxpayers in fulfilling their tax obligations. This study aims to examine and analyze the effectiveness of public services in the Mobile One-Stop Administration System (SAMSAT) at the Technical Service Unit of the Regional Revenue Agency of Riau Province (Case Study at UPT Samsat Rengat). The research adopts a descriptive qualitative approach, involving eight informants, with the Head of UPT Samsat Rengat as the key informant. Data collection was conducted through interviews, and data analysis employed the on-site analysis technique developed by Miles and Huberman. The study reveals that the effectiveness of public services in the Mobile SAMSAT system organized by the Technical Service Unit of the Regional Revenue Agency of Riau Province, particularly at UPT Samsat Rengat, significantly contributes to improving public satisfaction regarding ease of access and speed in processing motor vehicle tax (PKB) payments. However, the study also identifies supporting factors and challenges that influence the service effectiveness. Overall, the Mobile SAMSAT service at UPT Samsat Rengat is effective in enhancing convenience and accessibility for motor vehicle tax payments, especially for people in remote areas.
