Abstract
Regulations regarding Legal Protection business activities are all businesses that bear legal provisions in providing protection to passengers or consumers who use the services of business operators to protect consumers from things that are not desirable. To determine the good faith of the parties in a business activity, the court as the most authorized institution to resolve a dispute, is required to explore legal facts and values ??of truth and justice in order to parse the abstraction of good faith in concrete cases. Literally good faith consists of two words namely intention and good, when viewed from the meaning of the word, it means decency, decency, decency, compatibility while decency means politeness. Decency and decency are the values ??that are proper, appropriate, appropriate, suitable, polite, exist as equally desired by each of those who promise. The main problems in this research are: How is consumer law protection for users of land transportation services during the Covid 19 pandemic and what are the obstacles faced by entrepreneurs and passengers for users of land transportation services in responding to government policies and conditions during the Covid 19 pandemic. The method used in this study, namely this type of research is included in the type of observation research. That is done by way of a survey or direct review to the research location using data collection tools, namely interviews and questionnaires. When viewed from the nature of this research included in the sociological descriptive. This research was conducted on land transportation, namely buses with the Sumatra - Java route. The results of the research conducted are: Increased business development, resulting in increased facilities and services to the community as consumers. Providing competitive prices is one of the attractions for the community. The main factor that becomes a consumer weakness is the low level of awareness as a consumer. Therefore, the Consumer Protection Act is a strong legal basis for the government and protection agencies to protect the rights and obligations of business actors and consumers. The results of the study show that consumer rights have not been fulfilled according to Law Number 8 of 1999. These consumer rights are in the form of consumer dissatisfaction with the Sumatra - Java Inter Island Bus service, inadequate facilities, and the hours of departure delays that always occur. The supporting factor for consumer protection is Law Number 8 of 1999 which provides a boundary between the obligations of business actors and consumers and the services and facilities that consumers receive. Inhibiting factors in fulfilling obligations as stipulated in Law Number 8 of 1999.
