Abstract

This research aims to analyze the effectiveness of controlling street beggars by the Pekanbaru City Civil Service Police Unit. The research type is descriptive with qualitative methods. The results of research regarding the effectiveness of curbing street beggars by the Pekanbaru City Civil Service Police Unit were analyzed using several indicators. Indicators of the clarity of objectives to be achieved by the Pekanbaru City Civil Service Police Unit are quite good through routine patrols. Indicators of clarity in achieving goals carried out by the Pekanbaru City Civil Service Police Unit are quite good by holding collaborative efforts between several related agencies. Indicators of the analysis and policy formulation process carried out by the Pekanbaru City Civil Service Police Unit are quite good with reference to statutory provisions. Indicators that thorough planning has not been carried out optimally by the Pekanbaru City Civil Service Police Unit with minimal innovation carried out in carrying out activities that support controlling the actions of street beggars. Indicators that appropriate program preparation has not been optimally carried out by the Pekanbaru City Civil Service Police Unit even though the program description has referred to applicable laws and regulations. Indicators of the availability of facilities and infrastructure are quite good in controlling street beggars owned by the Pekanbaru City Civil Service Police Unit. Indicators of carrying out tasks effectively and efficiently are good enough to curb the actions of street beggars, controlling the efficient use of time and being responsive to community aspirations and collaboration with several agencies.
