Abstract

One of the efforts to accelerate the prevention of violence against children today is to encourage community participation. The Division of Fulfillment of Child Rights and Protection (PHPA) of the Women's Empowerment and Child Protection Service (DP3A) of Bengkalis Regency is a field that has duties and roles in protecting and paying attention to children's rights as well as efforts to prevent and deal with acts of violence against children in Bengkalis Regency. Therefore, the aim of this research is to find out and analyze the role of the PHPA Sector and to find out and analyze the factors that become obstacles in encouraging community participation in tackling violence against children. The method of this research is qualitative. The sampling technique used is a purposive sampling technique. The research results explain that the PHPA Sector has carried out its role as a stabilizer, innovator, pioneer, coordinator, facilitator, stimulator, regulator and dynamist in encouraging community participation to tackle violence against children in accordance with the main tasks and functions that have been regulated. Factors that become obstacles for the PHPA Sector in encouraging community participation are the PATBM performance which has not been optimal in socializing everything related to overcoming violence against children to other communities, the flow of resolving field obstacles that does not involve the community and also the limited human resources possessed by the PHPA Sector.
